The controversy about CCTV is rising to another level in the United Kingdom. At the moment when figures are released and estimate the number of CCTV cameras around 4.2 millions in the country (one camera for 14 people), a website is about to be launched and really heats up the argument. The website is called “Internet Eyes” and is likely to open in the next few weeks.
The concept of “Internet Eyes”
The website is offering random live feeds from CCTV cameras across the UK, the idea being that users watch them to spot crimes occurring. Even if Tony Morgan, founder of the site, says it is not a game, the concept clearly takes the shape of it.
Players collect points by watching the cameras, which show CCTV images in real-time, and click a button every time they see something suspicious taking place. A text message, along with a still image of the alleged crime, is sent to the persons who controls the camera. They can then decide whether or not to take action.The camera controller will send a feedback email back to the player indicating whether a crime has taken place.Players are awarded one point for spotting a suspected crime and three points if they see someone committing an actual crime. Players also lose points if the camera operator rules that the alert was not a crime.
The game dimension extends to the awards it provides to users : cash prizes up to £1,000 each month to the users who catch the most ‘criminals’.
The “Internet Eyes” website hopes to sell its services to businesses that are looking to bolster their security by making their surveillance systems checked by anyone, at anytime. Tony Morgan declared to the BBC: “For £20 a week per camera, interested owners will be connected to the Internet Eyes’ community with the peace of mind of having their locations monitored 24 hours a day.” He added in the Daily Mail that he “wanted to combine the serious business of stopping crime with the incentive of winning money”. He assured that “This could turn out to be the best crime prevention weapon there’s ever been,” referring to the high number of CCTV cameras not being watched in the UK.
Responding to criticisms fearing the site would lead to abuses, Tony Morgan said that players who incorrectly identify three crimes will be barred from further play. Yet, and not surprisingly , civil rights groups have already raised their voice to denounce a system “impinging on people’s privacy”.

Civil liberty campaigners jumped on the issue, and seized the opportunity to denounce the use of CCTV once again. They are horrified by what they say is the creation of a “snoopers’ paradise”.
Charles Farrier, from the No-CCTV association, declared : « It is a distasteful and a worrying development. This is a private company using private cameras and asking private citizens to spy on each other. It represents a privatisation of the surveillance state. » Tony Morgan defends his website saying viewers will not know exactly which camera they are watching or where it is located. But civil rights campaigners go further and fear the system could lead to abuses, such as racist acts.
No-CCTV and another association called Privacy International even published a complaint accusing the “Internet Eyes” website of violating the Data Protection Act of 1998. The act states that one should not keep images for longer than strictly necessary to meet one’s own purposes for recording them. Charles Farrier explains that most local authorities have a retention period of 30 days but asks “How will Internet Eyes comply with even these limited protections when internet viewers can take a screen grab and store images on their computer indefinitely or distribute them as they see fit?”
According to these organisations, Internet Eyes breaks five of eight principles set by the Act. Jonathan Bamford, the commissioner of the Information Commissioners Office (ICO), the body that enforces the Data Protection Act, has expressed some concern about the website too, saying that “only appropriately trained staff and law enforcement officers should normally be handling CCTV images and that it would not be appropriate to disclose images of identifiable individuals to the media for entertainment purposes or place them on the internet.”
Internet Eyes faces other criticisms, concerning the way they handle their website, accused of using crime detection as an excuse to earn money.

Michael Laurie, from Crimestoppers, said « While the motive may be sound, the concept of Internet Eyes seems to ask more questions than it answers, with a wide range of opportunities for abuse and error. Internet Eyes announced that cash prizes will be given to people who actually spot crimes. But the company also prepares to charge « viewers » £1 per alert after their “three-free-alert credit” is gone. The company also charges the businesses £20 per week if they want to have their CCTV camera watched on the website.
Opponents to Internet Eyes see the initiative as a way to make money, making people believe they will earn £1,000. Some even think that the prize will not be given to “viewers” and that it is a way to make people send overcharged text messages. The website faces criticisms from the media accusing the initiative of being a game for gamblers.
Moreover, criticisms raise an important question. The website charges the businesses it monitors, but those businesses have no way of knowing for sure that someone is actually watching what is happening in their shops or companies. There is also the question of relevancy, people questioning the ability of ordinary untrained citizens to monitor CCTV cameras and to identify crime when it is taking place.
